Can I reapply for H1B in 2014 after it got rejected in 2013 when I worked with a different employer?

My old employer filed H1B in 2013 when I was working with them on OPT. But my petition got denied. I am reapplying next year as I am working on CPT for full time(40 hrs). Is there any risk if I reapply next year through a different employer?
What are the legal formalities I need to finish with old employer?
