Can I transfer h1b to new employer or is it subject to CAP again if i work for 18 months in US?

Question

My h1b was stamped in old passport from differet employer valid till 2008.
I worked in USA for 18 months and applied for extension and got till May 2010. I relocated to UK with same employer in Oct 2010 and joined UK based new employer and got British citizenship /passport as well.

Since i just used 18 monts visa, I want to understand if we can reuse it with new employer or is this subject to H1b cap again?

Although I understand why one can reason you are subject to cap, you can argue that you may have an option to be exempt from the cap if you read page 4 of the following USCIS memo.
