Filing of F1 visa on previoius h1b approval status?

Question

I got my i-140 approved and H1b visa renewed. However, I moved to student visa and want to jump back to H1b.

I don't have OPT and I think I have 60 days left after graduation for employment, otherwise I will loose my status.
If my graduation date is August 1st, should this labor filing be done a week or 10 days earlier so that you can file the H1b petition before the deadline of August 1st . What if I get an offer in the last week of deadline. Is there any work around it?

H1 quota for the year is expired. If you have never held H1 in the past, earliest you can file is April of 2014. Yes, LCA takes one week and must be certified by the DoL before the H can be filed.
