Will I be able to file H1b petition for changing my status from F1 ? What are my chances if I am still on OPT?

I am pursuing my MBA and OPT expires in Jan 2014. Will  I be able to file h1b in April only and not before that?

I need to work after Jan 2014.

 No H-1Bs available until April 1, 2014. You should speak with an experienced immigration attorney to see if there's a way for you to stay in status while you bridge the end of your OPT to the April 1st date.
