Will I get SSN before I start my h1b status from F1?

I am on H4 visa and my employer has filed change of status to H1b which is under initial review. 
I need Pennsylvania Occupational Therapy license to practice from Oct 1st as my status changes to H1b.

For this I should submit SSN without which license is not issued 
Can I apply for SSN before 1st October if my Change of status petition gets approved? 
Or I must wait for Oct 1st to apply for SSN? 
Is there any way I can get SSN in the month of September?

No. To get a social security number, you must be in a status that authorizes employment.
