I am a Indian Citizen and willing to legally execrcise any kind of operation. Will I be able to create and sell apps in Indian stores when I am in USA?
Also can i give rights to someone else who can sell it for me in USA?

What is your visa status while you are in USA?
If you are in H1b then you wont be able to do this I am afraid. Talk to a good immigration attorney for more info.
