Will I need to submit h1b petition after resigning my job from company who sponsored my visa?

Question

I have H1B with my current employer and currently in offshore. I want to resign my job since they are delaying my travel to Onsite. I came to know from my friend that, if I resign the job, then I need to submit my approved H1B petition to the employer.

So I would like know is this case everywhere? or can I get any exemptions on this. Also, After submission of my petition, I cant apply for job in USA with the current H1B?
