What are chances of approval and processing time when my h1b is denied

I am in US with L1b ; extension was denied. My employer filed h1b for me which again got denied. I work for IT company as a project manager.
USCIS denied because they think my job doesnt require a degree person.
Also they failed to see my qualification (BE computer science)

Attorney has filed motion to reopen and consider. What are my chances?
