Since my spouse has H1B, can I submit COB to H4?

I began working with Company B on an H1B visa. Company A then revoked my H1B. They received an H1B petition valid until October 2014. My transfer got denied as well. If I do get approved for H4 can I look for new jobs to switch my H4 to H1 and be cap exempt?

This depends on the timing of everything. Since you haven't given dates a COS might be an option. Even if COS isn't an option, you should be cap exempt. Any new employer can get you an H1 and get approved. Then you will go to the consulate and get approved in which then you can work.
