H1b transfer time and out of status during the processing

I applied for h4 to h1b COS through my company in April. My petition was already approved. I got an offer from another company now and they are planning to apply for h4 to h1 COS premium processing with CAP exempt in September.
Will this take maximum oct 4th petiotion to be aprpoved?

Can always work for both employers, concurrently, if that's what you want to do. It's up to you.
