H1b remainder after 6 yrs from expiry.

Question

My friend never traveled and worked in US on H1 even if he had approved petition from 2006 Oct to 2009 Sept.

He worked on L1 from 2010 to 2013 jan.

Are there any cases where h1b can be transfered even after 6 year period or is that not feasible at all?
