Can H1b be transferred even after 6 yrs from the issue date?

I have h1b approved till 2009 but I havent traveled and worked in US on h1b yet.

I worked on US on L1 visa from 2010 to 2013.

Will i be eligible for CAP exempt and will i be able to transfer my h1b

A new company can file a new H-1B petition for you. You are not subject to the cap since you had an approved H-1B.
