Will i be able to ammend h1b petiton before approval

Question

My h1b from company1 is under initial review. Is it possible to file amendment through company2 while company1 application is still pending?
 

Note:

I got my first answer that Company2 cannot do port it until it get approved.

Another concern is, company 1 wants to move to to other project, For Company1 there is no pre approved LCA.

Can they place a new LCA at new location new client and provide that to USCIS for this case?

Since company1 owns your h1b petition you should consult them or their attorney.
