Is it possible to get h1 dependents while I am still applying for an extension?

I am trying to apply for an extension for my h1b visa, and also want to get my wife and kids to USA on h4 visa. Would I be able to do this while the transfer is still in progress?
What is the best option in this case?

1. There should not be any problem if this is the only case.
2. Take all your documents - including approval notice, children's birth certificate, your marriage certificate,  passports and any other necessary documents mentioned in the form.
