Getting new H1B Initial Review and a Job Change While on H1B RFE

I work for Company A and my H1B status is RFE. Company B has applied my H1B and the status is still under Initial Review. Can I still join Company B?

You can join Company B as soon as their petition is "filed" for example is the USCIS has sent out a receipt.
