h1b expiring, traveling through h4 and convert to h1?

My h1b is valid till Nov 2013 and I am yet to travel. Since I didn't get any projects yet, I may not be able to travel before h1b expires. Can I travel on h4 and then convert to h1b even after it expires?
What should be the timeline asscoiated with the conversion of h4 to h1?

If you want to work then you should be traveling on h1b. Do not play around the laws.
