H1b transfer when H1b extension is in progress

I am planning to file my h1b extension through my employer this month end. I am also looking for status change at the same time and  it might take up to 4 weeks to start my h1b transfer.

Is it legal to transfer h1b when my h1b extension is already in process?

legally you can do it. But morally I would say "No". As long as your h1b is valid, you can still do it.
