H1b application filed and got EAC in progress when h4 is pending

My H1B application is filed. I recently got the EAC number and the h1b status is in Progress.
Can we apply H4 when H1B is pending?

You're outside the US, right? And you mean that you're interested in seeking an H4 for a spouse and/or kids?

If you're in the US, a form I-539 would be filed. However, this question would be best directed to your company's immigration lawyer.
