H1b cap exempt transfer to h1b non-exempt employer?

I used H1b for 4 years with a consultancy/staffing company and they were not cap exempt. Then I worked for 1 year in university who were cap exempt.
I am interested in transfering my h1b to another non-cap exempt company. Will I be able to transfer to h1 immidiately without waiting until April 2014? How can I do it?

Yes, if your new employer files for a new h1b for you. You should be able to start as soon as the new petition is filed and USCIS sends you the reciept.
