Is it possible to write and publish a book while I am on H1b?

will the roayalty got after selling the written book be considered as income?
Or is it passive gaint just like we get from investing in stocks? Will it help to go out of US, sell the rights to a US publisher if I am outside of US?

That is against the law. You can't just sell rights, you are still the author and will recieve income isnt it?
