Can we apply H1B again when denied in the past year cap

Question

During Last year cap(2013) I have applied for H1B through my employer, But unfortunately Petition got denied.   

Last year process stages below

1. Got the lottery confirmation on 9May2013.

2.Went to RFE status on 29May2013.

3. Responded to the RFE with amendment for client change on 2July2013.

4. After 102 day Denial decision was made on 14-Oct-2013. 

I am not aware of the denial reason. again can we apply H1B for this year cap (2014) with same employer? Kindly provide your suggestion.
