Can my H1b cap be reset ?

I left US in 2002 after I worked from 1999-2002. From then on, I was on F1+EAD .

I am exploring to apply for H1b again through post doctoral program. Now, will I have 3 years to apply for h1 or should I go back and wait for 6 more years?

Since you are already out of the US for more than a year from 2004 to present, you will have to start a fresh as a brand new, 6 year period on H-1B.
