Can H1b transfered even if its effective date hasn't started yet?

Question

My F1 STEM extension is valid till Nov 2014. My h1B is approved in 2013 by the employer. Since I was out of USA when they were applying,it is a consular h1 petition without changing the status of the application.

Is it possible for the new employer to apply H1B transfer while it is still not effective?
