Transfering H1b which is not yet effective

Question

My company has filed COS H1b petition for me as I am on EAD through L2 visa, this petition is approved last month and starts effective this Oct 1st 2013.

Meanwhile, I was looking for other opportunities and got a job with a company who is ready to transfer my h1b petition and apply for Green card.

Question is, since the validity of H1b starts from Oct-1st, 2013; is it possible to begin the transfer process right now?

You cannot transfer something that you do not have yet. So please have patience and wait until your h1b is effective from Oct 1st, then attempt for transfer.
