Do I qualify for H1b with my work experience and degree progress?

I have around 8 years 9 months of professional work experience. Mapping using 3 for 1 equivalence rule to the 4 yrs of Bacheor's degree, with an assumption that I have around 3 years of bachelor's degree as quoted by the evaluator.

If I complete 3 sem of coursework with 2 more semester left for graduation right before applying H1b visa, do I still qualify for H1b?

I believe 3 years of bachelor's degree is no good for USCIS, you need to have at least 4 years.

Besides, the evaluator you mentioned, if they are from accredited company or issued by a professor from a reputed university, or if you complete a Master's degree in US, then it may work. Else there is no chance.
