i got a license to teach in CA, but my I 94 expired without a sponsor for my H1b. Can I still apply?

i am a tourist. During my second visit, I was able to get a license to teach science here in CA. My license will expire in 2017. Unfortunately, my I94 expired last October 2013. Do I still have a chance to get a working visa?
