What does cancellation of H1B mean? Can I reactivate with later with new or same employer?

I am currently working for my employer on H1B. My husband is also on H1B Visa in US. I am planning to go to India and come back to US on H4 Visa in a month. So, my employer is planning to cancel my H1B when I leave to India. Can I do change of status to H1B i.e reactive my H1B(without going for cap) few months after returning to US with a new employer or same employer without going for new H1B in cap?Please let me know.
