My h1b sponsorer asked me to pay the attorney fees as well as h1b processing fees all by myself. I know this is not legal, but i didnt have other choice.
Now, can I complain this to USCIS? How will it affect my h1b status?

Yes, you can report them. What happens is up to the government.
