My h1b LCA was filed twice . Will this affect my status if I do a premium processing at this stage?

I have applied for OPT and LCA which expires in December has filed twice. Processing time is around 2.5 months for CA center.

The attorney says we can do regular processing now and if we don't hear by November 1, 2013 we will do premium processing. When asked, what if RFE or NOID arrives once premium filed and the attorney says we would enough time to respond to that. I am not convinced and want to do premium processing on my behalf.

Can it impact the result ?
