Can I apply h4 visa entension even if I got RFE pending?

I applied for h1b which is pending. Wil I be able to apply for h4 visa in this condition?

or should I leave the country and wait for H1B decision and then only apply for H4 extension?

you would legitimately be the dependent of an H-1B employee, yes, you can apply to change status to H-4, and then apply for the new H-1B.
