H1b premium processing myths

can I do the premium processing of my h1b online or should I do it offline?
It is known that it usually takes 15 days to get a decision after start. What is the exact procedure and how can I communicate with them?
What is the RFE for h1b and does it count towards 15 days?

Can file it both online and by mail. CIS takes 15 business days from the date they receive the request. Your attorney should file this for you.
