H1b transfer initiated for premium processing and RFE

Question

My company applied for h1b transfer and got an RFE. However, online status shows the peremium processing stopped already in Aug19 and RFE was responded on 22nd.
This shows RFE with initial review. Does Premium processig not applicable to RFE?

once the petitioner's RFE response is received, USCIS has again 14 days within which to either approve the case, send another RFE or deny the case. You'll know soon enough now.

 

You can see status online as wel as your employer gets the notice.
