Should I be waiting for h1b RFE response will reach USCIS in order to move it under premium processing?

H1b was filed by my employer under regular processing. I got an RFE for the same. Now, to expedite, i want to file it under Premium processing.
Should i wait until I recieve my RFE resposne from USCIS ?
Or
Can I ask the company attorney to move it to Premium along with the RFE response in the same mail?

Yours is a regular case, hence you can elevate it to Premium processing.
