What happens when h1b COS visa is stamped as TCN?

I got my h1b approved from my f1. I am planning to travel to Ireland for a vacation (not home country).
I dont have h1b visa stamped now.
How risky is it to try and obtain h1b stamping as tCN in ireland on vacation?

Does the information in this link mean that can the Dublin consulate will consider my application, or do I have to contact them directly? My home country is part of the VISA waiver program--does that reduce the risk of denial or delays?

You can process your nonimmigrant visa everywhere you chose. it would be a good idea to fist contact them and make sure they would take jurisdiction instead of subjecting you to a long wait.
