I have H1b but its got stamped as cancelled when i went to b1 visa stamping

I had H1b filed by old employer , but its got stamped as cancelled when i went to b1 visa stamping for
But my new employer wants to apply h1b for me do i need to go through normal lottery process or my old h1b will count
please advise.
