Can someone tell me the difference between a Fedex/UPS/etc. receipt and the USCIS receipt number in an H1B case for premium processing? If I have knowledge that my H1B petition has been received, do I have to wait for the EAC# to begin working? I have been told it can be 15 calendar days to get the final decision but how long can it take to get your EAC#? If it helps my employer is out  of Texas.

With premium processing, your employer or their attorney will probably get e-mailed with the receipt number in about 1-2 days of the receipt by USCIS. For legal purposes, you can start to work when the USCIS receives yoru petition. Although, it is best to wait your receipt number is e-mailed to be sure the petition was accepted. You should contact your employer's attorney.
