H1B transfer using receipt number (My current location India)

Any one please provide be a legal advise.

This year 2015,I have applied for H1B and got selected in lottery.

My employer provided me the receipt number.

My question is can I change my employer A by transfering H1B to employer B by using receipt number?

Answer 1

No. You can only transfer to another company once your current h1b petition is approved. You can not change based on the receipt notice.
