Will i be able to withdraw my H1b petition and reapply using reciept number through different employer?

I applied for h1b and got RFE with a deadline. My company coudn't answer that.

WIll i be able to withdraw the petition before Aug and then reapply with same recipet with new employer?

Only employers can apply or withdraw h1b, you have no control over it.
