Can I apply h1b extension before my 7th year expires?

I have a valid h1b till March 2014 and I am almost coming close to the 6th year limit. My employer has promised me that they will apply for an extension soon in December 2013.

Besides this, I have a pending PERM older than a year.

Will I be able to apply for a 7th year extension based on my pending permit of greater than 365 or should the employer apply for extension now and later depending upon the PERM status take suitable decision?

The soonest your employer can apply for you 6 months prior to the extension, the better it is
