Before applying h1b or entering USA, 1 year cooling period is it possible?

I worked on h1b for 6 years and left USA on Aug 28th 2013. When can I apply for a new h1b visa? I am planning to travel 1 year outside USA.
Will i be allowed to apply after a year?

As a new employer you should be asking immigration attorney of your new company later
