Loose H1b petition

Employer A hired me on L2 EAD. My h1b visa was approved with employerB which is valid from October 1st 2013.
Now, employer A wants me to file a loose h1b petition so that i can continue working wiht them. Also, I was scheduled to travel outside the country, get the new h1b stamped and then re-enter USA.

Is there any difference between loose h1b petition and h1b transfer
Which is the better option?

They are referring to part time concurrent h1b that they plan to file. There is no actual difference between loose and concurrent.
You can have ample number of concurrent visa at the same time as you can handle. You should be talking to your company's immigration lawyer.
