What is the legality of transferring my H1B without working for the sponsoring employer?

I received a new H1B this year. I haven't worked yet because October 1st isn't here yet and I have no pay stubs. Companies are offering me full time employment but in order to do that I have to transfer my VISA. If transferring is legal, will a problem arise if I VISA stamp in my home country?

It is legal seeing that you basically are working the same position and the same employment terms. Just be sure to use a competent attorney.
