Can h1b renewed if not used before and has expired?

1. I had my H1b visa approved, but never used it before. If I leave company1, can I go for h1b transfer or renewal from company2?

2. Is it possible that company1 can request a renewal, exploring instead of leaving them and finding a different employer?

If you are left any tenure then you should be CAP exempt.
