Will police department grant H1B visa if I am a graduate?

I am a graduate student on F1 and will be soon on OPT when I start working for an employer.
THe police department in Colorado are ready to hire me if I meet the physical requirements. Do I get H1b if they hier me?
Can a J1 visa holder join police department and get H1b processed?

Police department does not have authority to grant you H1b Visa, only USCIS has.If the position needs a bacheolar's or masters degree, then they may include that in the petition. Or else they wont be able to petition for H1b.
