H1-B extension on PERM approval and completion of 6 years of H1

I am currently on my H1 visa (6 years period coming to an end by end of this month).  My PERM is approved and I have applied for my I-140.  There is an RFE on my I-140 and my employer is in the process of responding to it.  Just in case my I-140 gets rejected, can I still go ahead and apply for my H1-B extension?  Can I reapply for my I-140 again?
