Need H1B visa transfer or renewal from India.

Hi,

I)   This is Krishna from India,I hold H1B visa valid till Dec 2014, I am looking for an opportunity in the USA through my current employer but unfortunately they have not projects in USA so till I will not use my visa.

II)  Then I decided, travel to USA any other consultancy either India or USA, and I have spoke with few consultancy they suggested me to travel USA with following.
1) Resigned my Job from my current company
2) Then travel to USA through my H1B visa
3) They will arrange the client interview once I land in USA

III)  I requested them to transfer visa from India  but they are not interested to do. I need to travel please provide the solution or any alternate.

IV)   Shall I start the renewal before expiry my visa if possible please share the procedure to renewal.
