Can I get my visa stamped from Canada/Mexico

I have a question for anyone who can help me.
I got my H1B approved in 2013 and have started working from oct 1,2013.
My visa was transfered from H4 to H1.
Can I get my visa stamped from Canada/Mexico or do i have to go to india to get it stamped.
Any pointers will be appreciated.
