H-1B / O-1 cap: companies quota already exceeded for this year?

Hi,

I'm a software engineer from Europe, having MSc. Already talked to some Silicon Valley recruiters and got the answer that if they hire me, the earliest date I can start is October 2015. This is really weird. I've heard that H-1Bs / O-1s are activated in October each year. So am I missed my chances for 2014 because the overall cap for this year is already filled? Or does that mean that the visa quotas for the given company are filled?

Essentially, what I'd like to ask is  whether this holds for all the companies or are there other companies that they still have H-1Bs and can employ me yet this year.
