Should I mention that I need h1b visa sponsorship on my resume/cover letter?

I want to start applying for work in the USA, but I fee like it's dishonest to not be upfront about needing H1B sponsorship. However, I've read  in a few places online that it shouldn't be mentioned as it will hurt my chances of gettting an interview/job. Most of these articles have actually referred to those who already have a H1B and are looking to transfer it though.
