Do USCIS is wait listing the applications for H1 2014 program ie. since the number of applications received exceeded max number ie 65,000, is USCIS putting few applications on Waiting list so that the application that are in Waiting list will move forward depending upon the outcome(approved/rejected) of the application selected in lottery.
